Can a parent be charged with neglect for not picking up runaway/juvenile del?

child is 17yrs 8 month. child was arrest and parent refused to pick up...child has been a runaway and has threatened family members in past. Child refuses to attend school. Child left home again. mother is serious ill...cardiac issues!!!
