there isnt really an exact rate or even really a range to go by. all tattoo parlors charge differently based on employees experience, health standards, and even just location. Most parlors have a minimum rate that also differs from parlor to parlor. the average around here is 40-50 dollar minimum, meaning even if it only takes five minutes, has no color, and is the size of the tip of your pinky your still going to get charged at least that much. A little advice, check out a few different parlors before you pick just one, check out there health ratings, and take a look at their artist portfolios, normally they're out in plain view, but even if not just ask and they will have them available, this can just show you at what level the artist working on you is at, also as far as you not knowing where to put it, don't listen to anyone on here, once again, THIS WILL BE WITH YOU FOR LIFE, pick a place you are comfortable with seeing it everyday from now on, however do take into account that just because it looks cool now doesn't mean it always will, the older you get the saggier you get, and soon tweety bird will look like big bird, meaning get it somewhere that if you want it hidden it isnt hard to hide.
