Ice and rain shield application?

I am having my roof replaced. The roofer installed ice and rain shield along the gutters and valleys except over the gutter of the garage. He said it is not needed because the garage is not heated. I think code in my area says 18" over all gutters. Should I press this. They are coming back tomorrow to finish the job and I could have them pick up and reapply these shingles. Thanks.
